No. Your award is already set by county valuation and the Attorney General's office. How you spend it is a procurement decision made at the county level. Comparing quotes is normal procurement practice and does not touch your award amount.
The program covers lawful operations of the sheriff's office, and the Attorney General's office has listed technology, equipment, and capital improvements among eligible uses. Salaries are excluded.
